Questions we intend to study
These are questions, not findings. No fieldwork is under way (see Project Status).

- How do funds and functionaries reach the Gram Panchayat?
- What do official statistics capture about rural public services, and what do they miss?
Data we will use first
Official, public, version-dated sources: the Local Government Directory for administrative structure and the Census for baseline village data. Each figure will carry its source and vintage (§67).
